1.Introduction 

UED is pleased to submit this proposal for the design, engineering, and commissioning of a Computerized Water Treatment Plant (WTP) and Effluent Treatment Plant (ETP) . The proposed plants aim to deliver high-quality water treatment and waste effluent management solutions using state-of-the-art computerized monitoring and control systems to ensure compliance with environmental regulations and operational efficiency.

It involves detailed engineering for process automation, mechanical, electrical, and civil aspects, ensuring integration of advanced control systems for efficient and precise operations. The consultancy also supports procurement by specifying equipment, evaluating vendors, and assisting in the procurement process. Additionally, it oversees project management activities, including construction, installation, testing, and commissioning, to ensure the plants operate efficiently while meeting regulatory compliance, safety standards, and environmental norms.


2. Project Objectives

3. Scope of Engineering Consultancy Services

3.1. Feasibility & Preliminary Design

  • Site Assessment:

    • Evaluate the site for infrastructure needs, utility availability, and environmental factors.

  • Feasibility Study:

    • Assess water source quality and effluent characteristics.

    • Define treatment processes based on input water quality and desired output.

    • Conduct cost-benefit analysis for proposed technologies.

  • Preliminary Design:

    • Develop initial layouts for the WTP and ETP, ensuring space optimization and workflow efficiency.

3.2. Detailed Engineering Design

  • Water Treatment Plant Design:

    • Design treatment processes including pre-treatment, filtration, softening, reverse osmosis (if required), and disinfection.

    • Specify key components such as sedimentation tanks, filters, chemical dosing units, and pumps.

  • Effluent Treatment Plant Design:

    • Design stages including primary treatment (screening, sedimentation), secondary treatment (biological), and tertiary treatment (advanced filtration or disinfection).

    • Specify sludge handling and dewatering systems for waste recovery.

  • Automation and Control:

    • Develop computerized control systems with Supervisory Control and Data Acquisition (SCADA) for real-time monitoring, control, and data logging.

    • Design dashboards for tracking water quality parameters, plant performance, and system alerts.

  • Piping and Instrumentation Design (P&ID):

    • Create detailed P&ID diagrams showing flow paths, instrumentation, and control points for both WTP and ETP systems.

3.3. Procurement & Vendor Coordination

  • Equipment Specification and Selection:

    • Recommend high-quality equipment for pumps, blowers, aerators, membranes, and control systems.

    • Prepare technical specifications for procurement.

  • Vendor Evaluation:

    • Oversee civil works, including tank construction, piping installation, and electrical setups.

3.5. Commissioning & Optimization

  • System Testing:
